Israel said it would clear South Lebanon of Hizb Allah and hold it until a multinational force could be organized to take control. But then it 'accidentally' bombs a UN observation post and the patrol sent to rescue survivors!
The bombing of the observation post was designed to stop nations organizing a multinational force to police South Lebanon. Thus Israel can occupy South Lebanon and always has the excuse that a multinational force to police South Lebanon is not available.
