First, the USA shouldn't be in Syria in the first place.
Second, so it should be upto Assad not Trump which troops will replace US troops.
Third, and the nations Trump, or should that be John Bolton, has selected to replace US troops are the very nations who have been assisting the Jihadi proxy force in Syria for years : Saudi Arabia; Qatar; and UAE.
Fourth, Trump should really be handing the territory that US troops currently occupy back to Assad, not to the nations who sponsored the terrorists in the first place who caused all the headchopping, gays thrown off roofs, burning alive, mass executions, etc, etc, etc.
Saudi Arabia will be loving this.
This is just Bomber Trump being Bomber Trump: concerned about the money but without a clue how events have unfolded to reach the current situation.
