They are instead going to Iraq and are being replaced by tanks to protect the oil fields in Syria so that the Syrian government cannot use them to finance the reconstruction of Syria.
And who is he doing that for? Is that in the national interest of the Yoonited States?
Nope.
It's all to benefit Israel.
Israel did 9/11 to get several nations. And Syria was one of 'em. If they can't get Assad by creating and then using proxy terrorists like Islamic State, then the next best thing for Israel is to keep Syria a pile of rubble unable to reconstruct itself using its natural resources.
But then Syria could borrow, or be forced to borrow, lots and lots from international banks...
