WHAT IS THE MOST DISTURBING ABOUT THE ECHR DECISION ON VACCINES?

Yesterday the ECHR ruled that mandatory vaccines are legal.

But also ruled that mandatory vaccines may also be necessary.

I'm still horrified by the ruling. 

But which is the most horrifying decision: the legal bit? Or the necessary bit?

Or is it just the two rulings taken together?
