If Hancock ordered the Midazolam before then this is evidence he wanted mega deaths regardless.
But if Midazolam was ordered after then it is possible that Hancock was acting on Ferguson's prediction. And who effectively financed Ferguson? Bill Gates.
And many know that Hancock is just a puppet in this.
