There is some truth to this.
NATO has been creeping east for decades. It was NATO who ran the Maidan Coup which led to the de facto civil war in 2014. Zelensky promised he would implement Minsk II to end that war, but after Boris Johnson had a word with him Zelensky started to demand the ethnic cleansing of Russians from East Ukraine.
