Turns out that the perp who rang the cops did so from one of the 3 vans with 4 other perps inside next to him and they remained in the van to be arrested!
So, no bombs but a bit of petrol.
No Russians, but a dual UK/Iranian has been arrested, but not charged.
And the perps phoned the cops and waited to be arrested.
