I assume that what Bomber Trump is referring to is the Moro Rebellion in the Phillipines when Pershing was Military Governor of the Moro (who were Muslim). And I also assume that what Trump is referring to is the sick execution of 49 Moro. Before these 49 Moro were executed, Pershing forced them to watch the slaughter of a few pigs, then the firing squad's bullets were covered in the blood of the slaughtered pigs, and then the 49 were shot. A 50th Moro prisoner was released.
That apparently put an end to the resistance of the Moro.
So what Trump is saying here is:
1. it's OK for America to invade wherever it wants for American imperialism;
2. it's OK for America to do whatever it wants to protect American imperialism.
And Trump has just demanded a massive expansion of the US military.
