NATO shot up Maidan Square in 2014 which provoked a bloody revolution in Ukraine resulting in a NATO-backed neo-Nazi junta seizing power. That junta proceeded to wage a de facto civil war on the pro-Russia east Ukraine.
Minsk II was supposed to stop the civil war and resolve the problems caused by that NATO-sponsored coup.
This article looks into who was serious about implementing Minsk II, and concludes that only Putin was serious about implementing Minsk II. He resisted calls from Russian nationalists to annex east Ukraine when Crimea was annexed, while as we know NATO used Minsk II to lull Putin into false sense of security whil NATO built up and trained Ukraine armed forces for war.
