It's not just the bit about the "the civil and religious rights of existing non-Jewish communities in Palestine", it's also the bit about "the rights and political status enjoyed by Jews in any other country".

The Nazis wanted Jews out of Germany, and the Zionists wanted those Jews in Palestine. The Warburgs assisted the Nazis, and tried to stop anti-Nazi boycotts.
Before WW2 90% of German Jews didn't want to move to Palestine, despite persecution by the Nazis and financial assistance.
But after WW2 Jewish survivors, with assistance from the British Army and the Jewish mob, terrorised Palestinians off their farms and lands into the two largest refugee camps in the world: Gaza and the West Bank.

Dear Lord Rothschild,
I have much pleasure in conveying to you, on behalf of this Majesty’s Government, the following declaration of sympathy with Jewish Zionist aspirations which has been submitted to, and approved by, the Cabinet.
“His Majesty’s Government view with favour the establishment in Palestine of a national home for the Jewish people, and will use their best endeavors to facilitate the achievement of this object, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country.”
