The Monroe Doctrine was a result of a proposal from Great Britain to stop Spain from interfering in the New World. Monroe said that Europe should stay out of the Americas, and the USA will stay out of European affairs.
This morphed into the USA considering the Americas as their hemisphere, ie the USA owned the Americas, and it was the USA's responsibility to look after the Americas.
