The author of the Press TV report, Gordon Duff, believes that this memo implicitly means the threat is coming from Israel. But the reason that he has to 'believe' that this memo refers to Israel is because the memo does NOT explicitly state that the perceived threat comes from a foreign state.
Seventy hours ago, at this writing, while on Air Force One, President Barack Obama issued a press release that has been utterly ignored by the Western Press.
The president has openly announced a move against violent plotters inside the US government and espionage agents. He does not use the terms “AIPAC” or “the Israel lobby” but it is highly unlikely he could be referring to anything else.
In fact, we can think of no other group.
I was privately briefed on some of the reasons behind this document. On what is known, not “surmised,” I will explain:

Presidential Memorandum -- National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs
Memorandum for the heads of executive departments and agencies
Subject: National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs
This Presidential Memorandum transmits the National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs (Minimum Standards) to provide direction and guidance to promote the development of effective insider threat programs within departments and agencies to deter, detect, and mitigate actions by employees who may represent a threat to national security. These threats encompass potential espionage, violent acts against the Government or the Nation, and unauthorized disclosure of classified information, including the vast amounts of classified data available on interconnected United States Government computer networks and systems.
The Minimum Standards provide departments and agencies with the minimum elements necessary to establish effective insider threat programs. These elements include the capability to gather, integrate, and centrally analyze and respond to key threat-related information; monitor employee use of classified networks; provide the workforce with insider threat awareness training; and protect the civil liberties and privacy of all personnel.
The resulting insider threat capabilities will strengthen the protection of classified information across the executive branch and reinforce our defenses against both adversaries and insiders who misuse their access and endanger our national security.
Barack Obama
As you can see there is no explicit mention of a foreign state. You can read into the memo that a foreign state is a threat. But what about a domestic threat? The use of the word 'espionage' implies a foreign state. But it could also come from a domestic organisation.
Duff writes for Press TV, which is anti Israel. You can see where he is coming from that the memo can refer to nobody else but Israel. If the threat was coming from Iran or Russia then the memo would undoubtedly be front page news. And as I suggested, the time of the release of the memo is about the same time that the war on Gaza was stopped. So did Obama release this memo believing that having stopped the war on Gaza would mean a retaliation from the Israeli spy network in the USA? Remember that there was an overt threat to assassinate Obama published earlier this year in a newspaper owned by a rabid Zionist.
But is Obama really so anti Israel?
Professor Michel Chossudovsky at CRG exposed one possible reason for the war on Gaza, which was a joint US-Israel military exercise/war game to test the Israeli missile defence systems before an attack on Iran. In order to do that would require a real war of some kind. Chossudovsky goes through the timeline of provocations of Hamas by Israel. But he also exposes that the Emir of Qatar played a key role in the war.
The Insidious Role of QatarChussodovsky states that the whole US-Israel military exercise/war game was controlled by Admiral James G. Stavridis.
October 18, the joint US-Israeli war games are launched
On October 23, the Emir of Qatar Sheikh Hamad bin Khalifa Al Thani visits the Gaza Strip for meetings with the Hamas government and promises of financial aid.
October 24, Israel’s President Shimon Peres insinuates that Qatar, a staunch ally of the US, is not only providing military aid to Hamas but is encouraging Hamas to increase the rocket attacks on Israel:
No sooner had he [The Emir of Qatar] departed, than the Islamist group ruling Gaza let loose with salvoes of rockets against Israel...
Peres commented Wednesday [October 24] said that it is intolerable for the rulers of Gaza to receive millions of dollars from the Emir of Qatar and shoot rockets. Nowhere in the world, whether London or New York, would it be acceptable for money awarded for building materials to be spent on rockets. Israel cannot put up with any more of this, said the president. "It is up to Gaza to choose between development and terror and murder."
October 24, Israel launches a bombing raid on Gaza killing four civilians in retribution for rocket attacks out of Gaza, which resulted in the wounding of four foreign workers. The press reports acknowledge that the Israeli air raids coincided with the onslaught of the joint US-Israeli war games:
The mock military maneuvers and computer war simulations...coincided with actual Israeli air raids 70 kilometers (44 miles) to the south on the Gaza Strip in response to Palestinian rocket attacks. Four Gaza residents were killed by the Israeli strikes as Palestinian militia groups launched at least 75 missiles into Israel, wounding three foreign workers, two seriously, and damaging property, according to police. (Bloomberg, October 25, 2012, emphasis added)
What the above suggests is that the October 24 air raids on Gaza were already ongoing in the course of the joint US-Israel war games. Everything indicates that the attack on Gaza officially launched on November 14 was a sequel to the joint US-Israeli war games which had in fact already "gone live" in late October.

But what has happened to Stavridis?
Dr Webster Tarpley names Stavridis as one those high ranking military and intelligence personnel who along with Petraeus have been sacked.
Admiral James G. Stavridis, the outgoing NATO Supreme Commander, has been officially reprimanded by Navy Secretary Ray Mabus for lavish spending on his personal lifestyle, including a junket to a wine dinner in France. He will soon leave his post.

One possible explanation for this is that the war on Gaza was not sanctioned by Obama. Perhaps a simulation was agreed, but that was all it was supposed to be; a simulation. Perhaps the simulation went live, as they say, as it did on 9/11. The war proper started on 14th November. Where was Obama then? Getting ready to visit South East Asia. When the war really got going the Israeli Interior Minister stated that the purpose of the war was to send Gaza "back to the Middle Ages".
But here is a question : If Romney had won the Presidential election, and using Professor Chussodovsky's timeline in which the missile defence simulation had started weeks before the election, would Romney have stopped the simulation/war? Would Romney have allowed it to play out longer, to draw in Hezbollah and Iran?
And would Romney have sacked Petraeus and all the other high ranking military and intelligence personnel?
