I would guess it is because he is a member of the Henry Jackson Society. Here are three of their principles.
3.Supports the maintenance of a strong military, by the United States, the countries of the European Union and other democratic powers, armed with expeditionary capabilities with a global reach, that can protect our homelands from strategic threats, forestall terrorist attacks, and prevent genocide or massive ethnic cleansing.[source : http://henryjacksonsociety.org/about-the-society/statement-of-principles/, 02/06/2012]
4.Supports the necessary furtherance of European military modernisation and integration under British leadership, preferably within NATO.
5.Stresses the importance of unity between the world’s great democracies, represented by institutions such as NATO, the European Union and the OECD, amongst many others.
Point 3 indicates a desire to implement R2P. Point 4 indicates a big Europe but under British control.
Boles is a Kennedy Scholar, and also founded Policy Exchange, which is one of the best funded think tanks, is credited with creating the current Conservative Party policies, and is alleged to be David Cameron's favourite think tank. Policy Exchange tried to promote a massive anti-Islam movement shortly after 9/11, with an investigation into radical Islam in British mosques, but as far as I am aware did not mention the Covenant of Security that was agreed between MI5 and the Islamic terrorists that allowed them to stay here and promote their vicious brand of Islam.
With his other activities Boles should fit well into
