This statistic cannot be taken alone: What is/was the registration rate before?
I did find that flatline of new cases in China very curious though.
Is China lying?
Although 21 million sounds a lot, it's about 5% of the Chinese population who could have a mobile. And some could have >1 mobile, but not all.
But still, even a 3% such drop in any country would be curious...
And with a global death rate from Covid-19 of about 3% then perhaps this is to be expected.
