The Republican tax plan is a simple bribe.
Next year the mid-term elections are held. So bribe the electorate with a well-publicised tax cut (as tiny as it will be for the poor), then over the next few years gradually tax it all back and more, but with the poor paying more while the rich continue to pay less.
