If there is to be a 2nd referendum on Brexit then the only way that everyone will be satisfied with the result is:
1. compulsory voting;
2. British citizens only.
But this would mean compiling a complete database of where everyone is or will be at a particular time, which would lead to the state knowing where you are. Unless gaurantees were given that the information provided to the state would be deleted.
