HERE IS WHAT THE CSIS PROPOSED ABOUT THE RUSSIAN ARCTIC

There's this body called The Arctic Council which consists of 8 nations (Canada, the Kingdom of Denmark (including Greenland and the Faroe Islands), Finland, Iceland, Norway, Russia, Sweden and the USA) plus reps for the indigenous tribes.

The goal of the Arctic Council is to exploit the natural resources in the Arctic.

So:
1. Tillerson was CEO of ExxonMobil when that was written;
2. Tillerson was also a Trustee of the CSIS when that was written;
3. Trump has expressed solidarity with Putin (cosying upto);
4. there are allegations of Russian hacking to assist Trump (but with no evidence);
5. Tillerson is recommended to Trump by Condoleeza Rice, Robert Gates and James Baker;
6. Trump picks Tillerson for Secretary of State, opening way for Obama's sanctions to be lifted and Rosneft and ExxonMobil can crack on with exploiting the Arctic.
