And that 'something' may not necessarily be a human on Planet Earth. It could be a Galyard on Planet Zarg 60 light years from earth. Both look at the same area, but only for the 1st time ever. Does the universe then only create 'matter' on a direct path from the observer to the object?

What happens if a human with the most powerful telescope on Planet Earth keeps looking at a particular part of the sky, and then turns away, but looks at that same area again, then turns away, then looks again, then turns away again. Is that part of the universe constantly being created and detsroyed, then created again, destroyed, created, etc?

And what was the situation before we had telescopes? Did what we can see only now with powerful telescopes in space not exist because we didn't have telescopes?
