Well, actually, it's neither.
So far, a framework for a memorandum of understanding has been agreed, but not even that has been signed yet!
Something might be signed on Friday, maybe, depending on Israel, who claim to not be party to any deal, even though they started the war and then coaxed man-kitten Trump into a pointless 107 day war for Israel.
Still a long way to go yet.
I saw the USA agreed to pay $300 billion in reparations to Iran. There needs to be a timeline for that, with severe penalties for the USA if that is not adhered to.
But it will still take years for Iran to fully recover.
And the dead cannot be brought back.
