Because they are occupied territories.
They are neither independent legal states, nor are they a fully legal part of Israel.
But Israel occupies them, taxes them and then bombs them.
And then votes to criticise Russia annexing the Donbass a full and legal (in Russia) part of Russia in a responsibility-to-protect ethnic Russians from ethnic cleansing by NATO Nazis under the command of Zelensky.
