Compare the ICC to The League of Cambrai.
The League of Cambrai, consisting of The Vatican and the monarchies of Europe, was organised to crush the evil of Venice. Only one European monarch supported Venice. Henry VIII of England. So Venice moved to England over the following century, to eventually instigate The English Civil War to place a puppet on the throne. The Venetian Empire then became The British Empire.
It seems that warmongering terrorist sociopaths are safe in England.
